Desarrollo territorial y grupos de interés: análisis del Sistema Regional de Innovación para la competitividad de territorios en desarrollo

Abstract

El Sistema Regional de Innovación (SRI) en La Guajira (Colombia) constituye una alternativa de desarrollo territorial fundamentada en su contexto particular y en la colaboración activa entre los diferentes actores para promover el desarrollo económico y social, con la participación de empresas, instituciones académicas, organismos gubernamentales y la sociedad civil. Se pretende conocer como influyen los grupos de interés en el desarrollo territorial, partiendo de un análisis del sistema regional e innovación en el departamento de La Guajira. Se aplicaron técnicas cualitativas por medio de Grupos Focales. Los datos fueron gestionados con la técnica de análisis de contenido y la ayuda del aplicativo ATLAS.ti, encontrando categorías emergentes soportadas en la teoría de la innovación como base teórica. Finalmente, los hallazgos develan, una ausencia de voluntades para la integración del SRI; además de las percepciones de a) rol del gobierno; b) rol de las empresas c) rol de las universidades;
